Rainbet's terms say the service is "owned by Rain Group Ltd, a limited liability company registered in Anjouan with company registration number 16077" and "licensed in Anjouan for the provision of online games of chance". Anjouan's register lists licence ALSI-152406029-FI2 for that company and for rainbet.com. Until late September 2026, both documents carried a different company name, RBGAMING N.V. This page sets out what each document says, with the date we read it. It's a record, not a rating: BullsRank hasn't scored Rainbet, and the Rainbet profile says so.010205
Who owns Rainbet
Rain Group Ltd, a company registered in Anjouan under number 16077. That's what Rainbet's terms state, read on 11 October 2026, and the site's footer calls Rainbet "a brand name of Rain Group Ltd". The anti-money-laundering policy, read the same day, says rainbet.com "is operated by Rain Group LTD." and gives the registered office as Hamchako, Mutsamudu, on the Autonomous Island of Anjouan, Union of Comoros. That policy is dated "Last Updated: April 8, 2026", but Rainbet's terms still named the earlier company in September, so the date doesn't show when the new name went in.01
We can't tell you who owns Rain Group Ltd. None of the pages we read names its shareholders, and we don't publish ownership claims we can't trace to a document. Our guide to who owns an online casino explains why the operating company and the owner are different questions.
The same goes for the people running it. The terms mention a "Company Director or CEO" without naming anyone. The anti-money-laundering policy says the "General Management of Rain Group LTD." holds ultimate responsibility and that a compliance officer oversees the work, again without names. Team pages at rainbet.com/meet-the-team returned "Page not found" when we opened them on 11 October 2026.01
The company name changed in September; the number didn't
In the terms we read on 22 September 2026, the ownership sentence named "RBGAMING N.V., a limited liability company registered in Anjouan with company registration number 16077". Anjouan's register still listed ALSI-152406029-FI2 under RBGAMING N.V. when we read it on 24 September at 20:51 UTC.0102
By 25 September both had changed. The terms read that day name Rain Group Ltd, with the same registration number, 16077, and the same address. The register, read at 23:52 UTC, lists Rain Group Ltd against the same licence number, with the same issue date, expiry date and domain.0102
Neither document says why the name changed, or whether the same company was renamed or the business moved to another one. What we can say is narrower: the company number, address, licence number, dates and domain are identical before and after.
What Anjouan's register prints
On 11 October 2026 the register carried one entry for rainbet.com:

The status alone tells you little. The register printed "valid" on all 1,343 entries that day, including 143 whose printed expiry date had already passed, so the date and domain columns do the work. The text of Rainbet's terms doesn't give the licence number. The "Licensed" seal in the site's footer does: it opens a validator page at verification.anjouangamingboard.org, which on 11 October 2026 printed company Rain Group Ltd, registered website rainbet.com, "Operating status: VALID" and licence ALSI-152406029-FI2. The same page lists territories where it says the licence doesn't apply: Australia, Comoros, France, Netherlands, Spain, United Kingdom and USA.0103
Where a complaint goes
Rainbet describes two routes, and they don't match.
The terms, in section 21, have you contact customer service from your registered email. For a complaint about how a bet was settled, Rainbet says it intends to answer within 28 days, and a dispute customer service can't settle goes to its management. A dispute must be lodged "within three (3) days from the date the wager in question has been decided". The separate complaints policy gives an address, complaints@rainbet.com. It promises to acknowledge a complaint within 2 business days, aims for an initial response within 10 business days and allows up to 30 days for complaints needing escalated investigation. If you're unhappy with the result, it says you can escalate to the compliance manager at compliance@rainbet.com.01
The last step in the terms is section 21.6: "the Customer has the right to lodge a complaint with our licensing body Gaming Services Provider N.V." The terms give no address or website for that body, and the complaints policy doesn't mention it. We couldn't find the name in any regulator's documents we read on 11 October 2026:01
Anjouan's licence register;
Anjouan's list of approved ADR providers;
the Curaçao Gaming Authority's licence register dated 9 October 2026;
its enforcement register dated 14 September 2026;
its list of certificate holders, ADR providers included, dated 31 August 2026.
The Curaçao register covers only licences granted under the policy in force since 15 November 2023, so a company from Curaçao's earlier licensing system wouldn't appear in it. The terms are governed by "the law in force in Anjouan".020304
Anjouan's own rules point elsewhere. Its list of approved ADR providers names four: EGIS ADR, Axion ADR, iGaming ADR and CADRE B.V. It says every licensee must engage one or more of them. A player must first complain to the operator "via the operator's license validator page", the page behind the footer seal. Neither Rainbet's terms nor its complaints policy names one of those four. What the terms say about verification and withdrawals
Section 20.1 lets Rainbet ask for identity documents at any time and restrict payments and withdrawals if verification isn't completed within 72 hours. It gives two review times. The process "may take up to 7 business days", and the "KYC Team" has "24hrs" to review uploaded documents. While an account is "Temporarily Approved", you can't deposit more than EUR 500 in total and can't complete any withdrawal. The same section says "Failure or denial to pass the identity check will result in confiscation of funds". The anti-money-laundering policy names Sumsub as the identity-verification provider and Elliptic for blockchain monitoring.01
For withdrawals, the terms set a minimum of $15 per transaction, except when you close the account. There's no withdrawal commission if the deposit has been wagered at least once. If you take a promotion, the wager you have to place is "twice the usual amount". Every crypto deposit carries "a 1x wager lock". Money goes back to the method you deposited with; another method is at Rainbet's discretion and "subject to additional security checks". The terms state no processing time. Where Rainbet says it doesn't operate
Section 4.1.3 bars people living in or accessing the site from:
the United States;
France;
the Netherlands and the countries of the Kingdom of the Netherlands, Curaçao among them;
Australia;
Austria;
Germany;
the United Kingdom;
Spain.
One of the two country lists in the verification section adds Cyprus. Section 3.4 bars VPNs and proxies. Canada isn't on these lists. Whether online gambling with an offshore site is lawful where you live, a Canadian province included, is a separate question, and the terms leave it to you.01
How to check this yourself
Open Rainbet's terms, section 1, and note the company name and registration number.
Click the "Licensed" seal in the footer and note the company, licence number and website the validator page prints.
Search Anjouan's register for ALSI-152406029-FI2 or rainbet.com. Read the holder, the expiry date and the domain together.
Compare the company in the terms with the holder in the register. If they differ, note both names and the date.
Read section 21 of the terms and the complaints policy before you deposit, so you know where a complaint goes.
