Curaçao's two lists of revoked casino licences don't match

The Curaçao Gaming Authority (CGA) publishes two documents that say a licence has been revoked. Its licence register prints "Revoked" against 50 entries. Its enforcement register lists 31 revocations and one non-extension. Only one licence number appears in both. The 50 in the register were all revoked "at the request of the operator". Of the 31 in the enforcement register, 30 are not in the register at all.

For a player checking a casino, this means a licence search can come back empty for two very different reasons, and a "Revoked" status can mean the operator asked for it. This report sets out what each list prints, where they disagree, and one case where the register showed a licence as under assessment for four months after the enforcement register says it was revoked. Our Curaçao register census tracks the register edition by edition; this is a closer look at one column.

What the two documents are

The licence register is the PDF linked as "Online gaming licenses" on the CGA's register page. The edition dated 21 September 2026 has 665 entries and a status column with five values in use: "Assessment in progress" (281), "Indefinite" (207), "Expired" (60), "Revoked" (50) and blank (67).

The enforcement register is a separate two-page PDF linked as "Enforcement register" on the same page, dated 14 September 2026. Its own introduction says it "currently focuses solely on actions that affect the status of a license, for example, whether it has been revoked, suspended, or not extended by the CGA", that it "does not include all enforcement measures taken by the CGA", and that it "may not always be fully accurate or up to date". It lists 32 licences: 31 marked "Revoked" and one, Bellona N.V. (OGL/2024/1314/0526), marked "Not extended by the CGA".

The 50 revocations in the register were all requested by the operator

Every one of the 50 "Revoked" rows in the 21 September edition carries a note in the same form: "Revoked as of [date], at the request of the operator". (One row, Mountberg N.V., prints the word as "Reoked"; one, Abudantia B.V., prints "as request of the operator".) None of the 50 says the CGA revoked the licence on its own initiative.

The dates run from 30 October 2024 (Eastern Way Tech B.V.) to 2 September 2026 (Ultrasoft N.V.). By year: 1 in 2024, 18 in 2025, 31 in 2026. The busiest months are December 2025 (10) and January 2026 (9). Between the editions dated 22 July and 21 September, nine entries were added to the "Revoked" set and none left it; the count stood at 45 in the edition dated 6 August and 50 on 21 September.

So in the register, "Revoked" is a record of licences handed back. A reader who takes it as a list of casinos the regulator shut down is reading the wrong document.

The 31 in the enforcement register are mostly missing from the licence register

The enforcement register names 31 licences as "Revoked", with effective dates from 11 June 2024 (Rabidi N.V.) to 10 July 2026 (Common Square N.V.). We looked each licence number up in the register edition dated 21 September 2026:

• 30 of 31 are not in the register. Not as "Revoked", not under any status. The licence number simply isn't there.

• 1 of 31 is in the register: Rozairo N.V. (OGL/2024/157/0993). The two documents give different dates. The enforcement register prints "November 25, 2025 · Revoked" and has no reason column. The licence register prints "Revoked as of December 08, 2025, at the request of the operator".

Ten of the 31 were revoked on a single day, 25 November 2025: K SoftWorks N.V., Finbourn B.V., Cristal Games N.V., Right5 Online N.V., CW Technologies B.V., Napoleon Entertainment Limited B.V, CPL Consulting B.V., Rozairo N.V., Redcoin N.V. and Sunrise Worldwide Solution N.V.

The enforcement register doesn't say who initiated each revocation; its intro describes its scope as actions "revoked, suspended, or not extended by the CGA", and Rozairo shows it can hold a licence the main register records as surrendered. The practical effect is the same either way: a licence that appears in the enforcement register usually leaves no trace in the main register. To find it, you have to know the enforcement register exists and open it separately.

Novatech Solutions: under assessment in one document, revoked in the other

The enforcement register lists Novatech Solutions N.V. (OGL/2024/1790/1174, company number 154984) as revoked with effect from 22 May 2026.

The licence register told a different story for months. In the editions dated 22 July, 6 August, 27 August, 3 September, 8 September and 10 September 2026, the same licence number appears with the status "Assessment in progress", a B2B licence issued 11 June 2025 with a printed expiry of 11 December 2025. It disappears from the edition dated 14 September and is absent from the 16 and 21 September editions.

We can't say which document was wrong, or when the CGA made its decision. What we can say is that for at least seven weeks of published editions, a reader who checked this number in the register saw "Assessment in progress", while the enforcement register dated 14 September records a revocation four months earlier.

The 60 "Expired" entries

The register's "Expired" status is a third category and a different thing again. Sixty entries carried it on 21 September 2026. Thirty-two have a printed expiry date in December 2025 and eighteen in May 2026; the register moved 28 entries from "Assessment in progress" to "Expired" in a single edition, dated 8 September 2026. The enforcement register lists none of them, which fits its stated scope: expiry by date isn't an enforcement action. Anjouan, for comparison: the same split, on a smaller scale

Anjouan's regulator does the same thing with fewer entries. Its site has a "Revoked Licences" page and a "Suspended Licences" page, each a table headed Company, Date, Licence Number, Type, Domains and Reason. On 22 September 2026 the revoked page listed two licences: Knifex Ltd (ALSI-102404001-FI3, knifex.bet and knifex.com, revoked 9 June 2026, reason "Fraud") and Amor 25 Limited (ALSI-202605046-FI2, eaglebet99.com, revoked 10 July 2026, reason "Illegal sublicensing"). The suspended page listed one: Mucho Gaming Limited (ALSI-202412018-FI1, a B2B licence, rollblock.io, suspended 8 September 2026, reason "Violation of license conditions. Failure to participate in ADR").

None of those three licence numbers, and none of the four domains, appears in the main register. Anjouan's status definitions page describes four categories, Active, Suspended, Revoked and Expired, and says each "reflects a specific determination by the Authority"; the register's published data on 21 September 2026 held 1,527 entries and every one read "valid", including 340 whose printed expiry date had passed. So both regulators keep enforcement out of the main register. A revoked or suspended licence is removed from the list everyone searches and recorded on a page or PDF most people never open. Anjouan at least prints a reason; Curaçao's enforcement register does not.

What to check, and where

• Licence number missing from the Curaçao register: open the enforcement register before concluding anything. Thirty of the 31 licences it lists as revoked are only there.

• "Revoked" in the Curaçao register: read the note. In every current case it says the operator asked for it.

• "Assessment in progress" in the Curaçao register: cross-check the enforcement register. Novatech was in assessment in one and revoked in the other.

• Anjouan: open the "Revoked Licences" and "Suspended Licences" pages as well as the register. On 22 September 2026 they held three licences between them, none of which is in the register. Then compare the printed expiry date with today's date; "valid" appears on every register row.

Method

We downloaded the enforcement register PDF dated 14 September 2026 and the licence register PDF editions dated 22 July, 6 August, 27 August, 3, 8, 10, 14, 16 and 21 September 2026 from the links on the CGA's register page, extracted the text layer of each, and parsed the rows. Rows that wrap across lines in the PDF were re-joined by hand. Licence numbers were matched exactly. The revocation notes were read row by row; the count of 50 "at the request of the operator" includes the two rows with typographical variants quoted above. Anjouan's revoked and suspended pages embed their rows as JSON that the page renders on load; we parsed the embedded data on 22 September 2026, and parsed the register's embedded data in full.
