Bets.io's footer says the site "is owned and operated by TESSERA LIMITED S.R.L." of Costa Rica and runs under Anjouan licence ALSI-202410047-FI2. On 4 November 2026 Anjouan's register lists that licence as "valid" until 17 October 2027. In every copy we took from 22 October to 09:59 UTC on 30 October, the same entry printed 17 October 2026, a date that had already passed, and still said "valid". Two more things don't line up. The terms name the company and the licence only to some visitors: the site's code leaves both out for players in 23 countries, the UK, Australia and Germany among them. And the company named on the site's responsible-gaming page has changed since our September read. Our Bets.io profile still carries the old register date; the guides to Anjouan's records sit on our regulators hub. This page sets out what each document printed and when. It's a record, not a rating: BullsRank hasn't scored Bets.io.020103
Who runs Bets.io
Every Bets.io page we read on 4 November 2026 that names a company as the operator names TESSERA LIMITED S.R.L. They don't all give the same address:02010305
Where | Company | Number | Address |
|---|---|---|---|
Footer | TESSERA LIMITED S.R.L. | 3-102-913501 | San Jose, Mata Redonda, South Sabana, Las Vegas Neighborhood, Blue Building Diagonal To La Salle Highschool, Costa Rica |
Terms, section 1.3 | TESSERA LIMITED S.R.L., "incorporated under the laws of Costa Rica" | 3-102-913501 | The same, in slightly different spelling |
Responsible Gaming page | TESSERA LIMITED S.R.L. | 3-102-913501 | The same as the footer |
Anjouan's register | TESSERA LIMITED SRL | Not printed | Not printed |
Anjouan's validation page | TESSERA LIMITED SRL | Not printed | LY Center, Los Yoses, Calle 39. Avenidas, 8 & 10, San José, San Pedro, 11501 Costa Rica |
The footer adds a sentence of its own: "bets.io has passed all regulatory compliance and is legally authorized to conduct gaming operations for any and all games of chance and wagering." That's the operator's statement. The Responsible Gaming page says TESSERA is "regulated by the Government of Costa Rica" and doesn't mention Anjouan. The validation page behind the footer seal sets limits on where the licence applies, covered below.0205
Our records name a different company. Our profile's legal-name entry, checked 22 September 2026 and sourced to Bets.io's responsible-gaming page, gives "Techno Wave Systems S.R.L." On 4 November that page names TESSERA LIMITED S.R.L., and its date still reads "Last Updated: 08.10.2024". Techno Wave Systems appears nowhere in the terms, the footer or the other page files we downloaded that day. The site doesn't say whether the two companies are connected, and no page we read names TESSERA's shareholders. Our guide to who owns an online casino explains why the company that runs a site and the people who own it are separate questions.060201
Which version of the terms you get
Section 1.3 of the terms, the clause that names the operator, exists in two versions in the site's code. Visitors from 23 countries get one that names neither a company nor a licence: "These Terms and Conditions constitute an agreement between bets.io (the "Casino" or "Website", "Company", "we", "us" or "our") and you". Everyone else gets the version naming TESSERA LIMITED S.R.L., its Costa Rican registration number and licence ALSI-202410047-FI2. That's the one we saw from Georgia. The Responsible Gaming page switches on the same list of countries.0102
The 23 are Armenia, Australia, Austria, Belarus, Belgium, Comoros, Costa Rica, Curaçao, Cyprus, France, Germany, Iran, Israel, Kazakhstan, Myanmar, the Netherlands, North Korea, Russia, Spain, Turkey, Ukraine, the United Kingdom and the USA. Twelve of them are on the terms' own list of restricted countries. The other 11 aren't: Armenia, Australia, Austria, Belarus, France, Germany, Kazakhstan, the Netherlands, Spain, Turkey and the UK.01
The code holds one more country rule. For New Zealand it adds clause 1.3.1, naming a payment agent: Xyrona Limited, registered in Cyprus under number HE 470071. We read the site from one country and saw the other wordings in the code, not on screen, so we can't say what the footer shows elsewhere; it's set on the server.01
What Anjouan's records show
Anjouan's public register had 1,298 entries on 4 November 2026, every one with status "valid". The entry for TESSERA LIMITED SRL reads: licence ALSI-202410047-FI2, type b2c, issued 18 October 2024, expiry 17 October 2027, status "valid". It lists seven domains: bets.io, betsio.com, 50crowns.com, 1red.com, spinch.com, lokicasino.com and onluck.com. The Bets.io pages we read don't mention the last five. The register's disclaimer says a listed domain "has been notified to the Authority", not that the licence holder owns it.0304
The expiry date is new. Every copy of the register we took between 22 October and 09:59 UTC on 30 October, on eight separate days, printed the same entry with expiry 17 October 2026 and status "valid", for up to 13 days after that date had passed. A copy taken at 13:20 UTC on 30 October printed 17 October 2027. The issue date, the status and the seven domains didn't change. The register gives no renewal date, and none of the Anjouan pages we read explains the change.03
The register's own definitions page uses four statuses: Active, Suspended, Revoked and Expired. It defines Expired as a licence whose "validity period has ended and the licence has not been renewed". The register rows don't use those words; they print "valid". On 4 November, 93 entries showed an expiry date between 1 October and 3 November 2026 and still read "valid"; Bets.io's is no longer one of them. The disclaimer says the register "is updated periodically and may not reflect changes that have occurred since the most recent update", and sends anyone who needs a time-sensitive answer to the Authority. TESSERA isn't on Anjouan's published lists of suspended or revoked licences.0403
The seal in Bets.io's footer opens a validation page at verification.anjouangamingboard.org, which carries the name of Anjouan Licensing Services Inc. The link carries a code that expires about 20 minutes after the page loads, so open it from the seal each time. On 4 November it printed "This page was generated on Nov 4, 2026", company name TESSERA LIMITED SRL, registered website bets.io and "Operating status: VALID". It gives no expiry date. Its address for the company, at the LY Center in Los Yoses, isn't the one in the footer and the terms.0502
So on 4 November the register and the validation page agree: "valid" to 17 October 2027, and "VALID". In our copies from 22 to 30 October they didn't line up with the date: the printed expiry had passed and the status word hadn't moved. Our Anjouan licence check guide explains why the printed date tells you more than the status word. Our Anjouan expiry tracker follows this autumn's dates, Bets.io's among them, and our count of the October register clean-up, read 26 October, listed Bets.io among the entries still shown as "valid" after their date.0305
What our profile shows
The Bets.io profile, read 4 November 2026, still leads with "Register expiry date passed — 17 Oct 2026" and "Licence checked 28 Oct 2026": it carries the register date from before 30 October, not the one the register prints now. Its summary, checked 22 September 2026, says "the operator named in its terms is Techno Wave Systems S.R.L." That was the wording of the responsible-gaming page at the time; the terms and that page now name TESSERA. Most of its terms facts were checked between 31 July and 18 August 2026, before the terms of 14 September 2026, and at least five no longer match them:060102
Minimum deposit: the profile gives 20 USDT; section 6.4 of the terms now says "5 USDT / 0.0001 BTC", with 20 EUR and 20 USD unchanged.
Self-exclusion: the profile says "From 6 months to 5 years", from the Responsible Gaming page, which still offers "a time span between 6 months and 5 years"; section 21.5 of the terms now offers "24 hours, 7 days, 30 days, 6 months, 1 year or an indefinite period". Our self-exclusion guide explains what national schemes such as GAMSTOP cover.
Withdrawal fees: the profile says costs may be charged if bets since the last deposit are under 3x the deposit; section 15.10 now sets a 1x rule and says the casino "may instead conduct an enhanced AML review and, where lawful and disclosed, deduct reasonable third-party return costs".
Dormant-account fee: the profile says the amount isn't stated in the terms; section 9.3 now sets USD 10 a month.
Withdrawal cap: the profile gives 10,000 EUR per transaction, from the terms it read in July; the current terms set no per-transaction cap, though the older Fees page still gives that figure.
The profile also measures something the documents don't: whether AI engines name Bets.io. Across 40 questions put to seven engines on 7–8 October 2026, 11 of 280 answers named it. This article reports a manual read; the profile hasn't been updated from it.06
What the terms say about withdrawals
The terms of 14 September 2026 set these rules:01
Wagering: "Before making a withdrawal, the Player must wager each deposit at least one (1) time."
Timing: withdrawals are processed "as soon as reasonably possible", and any time stated on the site "starts only after verification has been completed".
Limits: unless the Cashier shows or Bets.io agrees a different limit, they depend on your deposits over the previous 60 days. Up to USDT 1,000 deposited, you can withdraw USDT 1,000 a day, 2,500 a week and 10,000 a month. From USDT 1,000 to 10,000, it's 2,000, 5,000 and 20,000. Above USDT 10,000, the limits are 3,000, 10,000 and 30,000.
Large wins: above USDT 30,000, "the payment schedule will be agreed with the Player individually". The maximum payout per gaming session is USDT 100,000.
Bank transfers: they "may take up to ten (10) banking days after approval".
Two other pages on the same site give other numbers. A page titled "Fees, Rates and limits", marked "Last Update: 10.04.2025", still opens at bets.io/fees-rates-and-limits, though the footer doesn't link to it. It requires deposits to be played through "at least three (3) times", puts processing at "from 0 to 48 hours", caps a single withdrawal at 10,000 EUR, and lets the casino split wins above 60,000 EUR into monthly instalments. The About Us page says "withdrawals take an average of 30 minutes" and gives a minimum withdrawal of 0.001 BTC; the terms leave minimums to the Cashier. If a number matters to you, take it from the terms and the Cashier on the day, and save a copy. Our withdrawal-times research compares what 20 crypto casinos and sportsbooks state, and our guide to crypto casino withdrawal limits explains how daily, weekly and monthly limits are counted.0201
Dormant accounts
Section 9 of the terms has three parts:01
When: an account is dormant after "more than 180 consecutive calendar days" without a login, and Bets.io says it will notify you at least 30 days before.
Fee: a Dormant Account Fee of USD 10 a month, which stops when the balance reaches zero or you reactivate the account.
Closure: if Bets.io can't return the balance, it may "close the account and confiscate the remaining balance if the Player Account remains dormant for more than one (1) calendar year".
Our guide to casino inactivity fees compares the dormancy rules at other sites.
Where a complaint goes
Section 20 of the terms sends complaints to customer support, using the contact details on the site. Bets.io "aims to acknowledge a complaint within twenty-four (24) hours" and to resolve it "within eight (8) weeks after receipt". Complaints are handled in English. On outside help, the terms say only that the company "may offer an alternative dispute-resolution mechanism where available". They name no body, and disputes go to the courts of Costa Rica.01
A separate Complaints page, which opens at bets.io/complaints but isn't linked from the footer, names two outside options: the AskGamblers complaints service, and "our ADR provider", linked to thepogg.com.02
Anjouan's own list of approved dispute services, read the same day, names four: EGIS ADR, Axion ADR, iGaming ADR and CADRE B.V. Neither ThePOGG nor AskGamblers is on it. Anjouan says a player must first complain to the operator "via the operator’s license validator page", that operators must make every reasonable effort to resolve complaints within 30 days, and that the operator pays for the approved service. Our article on Anjouan licences and player complaints covers the process. Before you escalate, save each page with its date; our guide to a casino refusing to pay lists what to keep.04
Where Bets.io and its regulator say it can't be used
Terms, section 2.6: 44 countries and territories, among them the USA, Russia, Ukraine, Belgium, Cyprus, Curaçao, Israel, Iran and Comoros.
Anjouan's validation page for bets.io: Australia, Comoros, France, the Netherlands, Spain, the United Kingdom and the USA, plus "All FATF-blacklisted countries and Sanctioned jurisdictions".
Australia, France, the Netherlands, Spain and the UK are outside the licence by the validation page but missing from the terms' list. They're also among the 23 countries whose visitors get terms that name neither a company nor a licence. The terms leave the legal question with you: "It is your sole responsibility to determine whether online gambling and your use of the Website are lawful in each jurisdiction applicable to you."0501
How to check this yourself
Open Bets.io's terms, note the "Last Updated" date and read section 1.3: does it name a company and a licence?
Click the Anjouan seal in the footer. Check that the page names TESSERA LIMITED SRL and bets.io.
Search Anjouan's register for ALSI-202410047-FI2 and note the expiry date and the status.
If the date has passed and the status hasn't changed, the register's disclaimer says to ask the Authority directly.
Read sections 7, 9 and 20 of the terms before you deposit.
Save copies with the date. The terms say Bets.io "may amend these Terms and Conditions at any time".
What we are not saying
We're not giving a verdict on Bets.io's licence or on whether it is safe to use. We're reporting what its pages, its site code and Anjouan's records printed on the dates given, read from one location. This page changes when any of them does, and each change carries its date. We haven't asked Bets.io or TESSERA LIMITED S.R.L. for comment; a reply goes here with its date.
