Winna's terms say winna.com "is operated by GG Gaming LLC" and that the company "is licensed and regulated under the Gaming Act by the Tobique Gaming Commission". Tobique, which Winna's help centre places in New Brunswick, Canada, isn't a register our system reads automatically, which is why the Winna profile still marks the licence "Operator-stated, not verified", one of three such profiles counted on our regulators hub. On 21 October 2026 we read Tobique's records by hand. They name a company spelled differently from the terms, and they confirm the domain. This page sets out what each document printed that day. It's a record, not a rating: BullsRank hasn't scored Winna.01030406
Who runs Winna
A Costa Rican company called GG Gaming, at Sabana Business Center, Boulevard Ernesto Rohrmoser, Mata Redonda, San José. Winna's terms, footer, about page and help centre all give that address. The company's name changes from page to page:0102
Where | What it prints |
|---|---|
Terms, section 2.1 | GG Gaming LLC |
Site footer | GG Gaming SRL |
Help-centre article on licensing | GG Gaming Sociedad de Responsabilidad Limitada (S.R.L.) |
About page | GG Gaming LLC and GG Gaming Sociedad de Responsabilidad Limitada |
Tobique validation page | GG GAMING SOCIEDAD DE RESPONSABILIDAD LIMITADA |
Tobique licence-holder list | GG Gaming S.R.L |
Sociedad de Responsabilidad Limitada is the Spanish name for a limited liability company, so LLC may be an English rendering of the same name. The about page, though, says winna.com "is operated by GG Gaming LLC and GG Gaming Sociedad de Responsabilidad Limitada", naming both, and no page we read gives a registration number for either. We can't tell you whether these are one company or two. The terms are the contract you accept, and they name GG Gaming LLC. Tobique's list has no company by that name.010304
The about page names one person: the business has grown "under the leadership of CEO Paul Martens". It says Winna launched in late 2024 and "secured 15 million dollars in seed funding" in December 2024. It names no shareholders or investors, and we don't publish ownership claims we can't trace to a document. Our guide to who owns an online casino explains why the company that runs a site and the people who own it are separate questions.01
What Tobique's records show
Tobique publishes two things you can check. Neither prints a licence number.
The licence-holder list at thetgc.ca had 195 rows on 21 October 2026, with three columns: company name, licence expiry date and licence type. One row matches: GG Gaming S.R.L, expiry 8 May 2027, type B2C. The list names no websites, so on its own it doesn't tell you which sites that company runs.03
The validation page fills that gap. The small Tobique seal next to the words "Licensed in Canada" in Winna's footer opens validate.thetgc.ca; the words themselves link to Winna's help article. On 21 October 2026 that page printed company name "GG GAMING SOCIEDAD DE RESPONSABILIDAD LIMITADA", trade name Winna.com, the San José address, registered websites www.winna.com and winna.com, and "Operating status: VALID". We read it twice, in a browser and with a direct request to the same address, and got the same text.0104
Don't build the validation address yourself. The bare address with only the domain, validate.thetgc.ca/validate?domain=winna.com, printed "Operating status: INVALID" and "The above service is NOT licensed by the Tobique Gaming Commission" for winna.com on 21 October 2026. It printed the same two lines for gg.bet and for google.com, so that result says nothing about Winna. Only the link from the seal, which carries extra codes, returned the company's record. Our GG.BET licence article uses the same two Tobique sources.04
None of Winna's pages we read prints a licence number: not the terms, the footer, the help article or the about page. BullsRank's profile has the same gap. Its licence-number line reads "No record in registers we check", and its licence line is dated 23 August 2026. Its FAQ answer, "GG Gaming LLC holds a licence (Tobique Gaming Commission register)", doesn't match Tobique's list, which on 21 October 2026 had no company by that name. This article reports a manual read; the profile hasn't been updated from it.01020406
A Winna B.V. in Curaçao's register
The Curaçao Gaming Authority's licence register dated 20 October 2026 has an entry for a company called Winna B.V.: licence OGL/2024/1087/0807, type B2C, company registration number 163884, issued 14 January 2026, expiry 14 July 2026, and the status "Assessment in progress". The name GG Gaming doesn't appear in that register, the enforcement register dated 14 September 2026 or the list of certificate holders dated 31 August 2026.05
We can't connect Winna B.V. to winna.com. Curaçao's register lists no websites, and none of the Winna pages we read mentions Winna B.V. or a Curaçao licence. A shared name is all there is. Our Curaçao licence check guide explains how the register and the certificate behind a site's seal work together.0105
Where a complaint goes
Winna gives three addresses, depending on the page.
Terms, section 11.1: "For complaints, contact: support@winna.com."
Footer: a "Complaints" button opens a window titled "Submit a Complaint" that shows the address complaints@winna.com.
Terms, section 11.2: "If unresolved, disputes may be escalated to the EGIS resolution body at disputes@egis-adr.com."
Tobique's complaints page says complaints about a Tobique-licensed operator sent through the commission's website "will not be reviewed", and that they "must be submitted via the complaints link located in the Tobique Shield" in the operator's footer. On 21 October 2026 the validation page behind Winna's seal carried that route: a panel headed "Submit a Complaint with this Website", with a form addressed to clients of GG Gaming Sociedad de Responsabilidad Limitada. The panel says disputes about "a payout, a blocked account, a delay" should first go to the operator and then to independent bodies "listed on the Operator website". Tobique itself should be contacted only when a player believes an operator "is in breach of their License". Complaints must be in English. The same page has a Tobique self-exclusion form that covers the online casinos in its programme.04
Winna's help article says disputes are escalated "to a dispute resolution office designated by the Commission when needed", without naming the office. The terms don't say EGIS is that office.0102
If you're in a dispute, save the page where you found each address, with the date. Our guide to a casino refusing to pay covers what to keep before you escalate.
What the terms say about withdrawals and verification
Section 8 of the terms sets the limits:
Minimum: $20 per withdrawal, or the equivalent, except when you close the account and take the full balance.
Daily cap: "$10,000 per 24-hour period", which may be raised for higher VIP levels at the discretion of the VIP host and the company.
Large withdrawals: "Large withdrawals (€2,000 or equivalent) may be subject to enhanced verification."
Fees: "Multiple withdrawals within 24 hours may incur a processing fee." The help centre adds that blockchain fees may apply and are shown before you confirm.
Wagering: "A 1x wagering requirement applies to all deposits." The payment policy says deposits must be wagered "at least once in full" before you withdraw.
Method: withdrawals go back to the method you deposited with, unless agreed otherwise.
The payment policy says verification "is typically completed within 72 hours", longer for large withdrawals, and that Winna may cancel a pending withdrawal if documents aren't sent within 30 days. The terms give no processing time for the withdrawal itself. The about page promises "instant withdrawals"; the contract doesn't.01
Section 5 gives Winna wide powers over accounts it suspects of fraud or abuse: withholding withdrawals, voiding bets and confiscating winnings among them. Section 5.8 says Winna decides "on the balance of probabilities" and may do so without disclosing its fraud-detection methods. Section 6.2 adds that false information "may result in permanent closure and funds forfeiture". Our withdrawal-times research compares what 20 crypto casinos and sportsbooks say about withdrawal times.01
Where Winna says it doesn't operate
Section 4.3 of the terms bars 35 countries and jurisdictions. Among them:0102
the USA;
the UK;
Ontario and the Canadian province of New Brunswick, which Winna's help centre gives as Tobique's home;
Spain, Germany and the Netherlands.
Australia and the other Canadian provinces aren't on the list. Section 4.2 makes it your responsibility to check that online gambling is legal where you live. Whether playing on an offshore site is lawful in your province or country is a separate question from what the terms allow.01
How to check this yourself
Open Winna's terms, section 2, and note the company name and address.
Click the small Tobique seal next to "Licensed in Canada" in the footer, not the words. Check that the address bar shows validate.thetgc.ca and that the page lists the exact domain you play on.
Open Tobique's licence-holder list at thetgc.ca/license-holders and search for "GG Gaming". Note the expiry date.
Compare the company in the terms with the company on the validation page. If they differ, note both names and the date.
Read section 11 of the terms before you deposit, so you know where a complaint goes. A complaint that the operator broke its licence goes through the form on the validation page.
Note the date. Winna's terms say they can change "at any time without prior notice", and they print no version date.
What we are not saying
We're not saying Winna is licensed or unlicensed, safe or unsafe. We're reporting what its pages and the regulators' documents printed on 21 October 2026. This page changes when any of them does, and each change carries its date. We haven't asked Winna or GG Gaming for comment; a reply goes here with its date.
