Curaçao licence check: what the certificate and register say

Curaçao gives you two public ways to check a casino licence: a certificate page for one domain, and a register of licences. On 15 October 2026 we opened the 19 certificate pages BullsRank holds for casinos we track and looked each licence up in the register edition dated 14 October 2026. 17 certificates said "Active". For 8 of them, the register printed "Assessment in progress" next to an expiry date that had already passed. The certificate link we hold for one casino returned "Not Found", and one certificate now says the licence is revoked.0301

Neither source is wrong on its own terms. They answer different questions, and a proper Curaçao licence check reads both. This guide shows what each one prints, where they disagree, what the statuses appear to mean and what a Curaçao licence gives you as a player. The two sources, and what each one prints

The certificate lives at cert.cga.cw and is issued for one domain. A casino usually links to it from the seal in its footer. The text follows one template: "This is to certify that [domain] is operated by [company], a company incorporated under the laws of Curaçao with Company Number [number] and licensed by the Curaçao Gaming Authority … under license number [number] in accordance with the National Ordinance on Games of Chance (Landsverordening op de kansspelen, P.B. 2024, no. 157)." It ends with the date the licence was granted and "its current status".03

The register is a PDF linked from the Curaçao Gaming Authority's licence register page. The edition dated 14 October 2026 runs to 19 pages and lists 666 entries. Each row has the licence number, licensee, company type, company registration number, issue date, expiry date and status; for a revoked licence, the revocation note stands where the expiry date would be. It does not list domains.0102

The certificate tells you which company a domain belongs to. The register tells you where that company's licence stands. You need both.

Where they disagreed on 15 October 2026

We opened the 19 certificate pages BullsRank holds for casinos we track and looked up each licence number in the register edition dated 14 October.0301

Certificate "Not Found" (1): 7bitcasino.com. On 21 September its certificate said "Active". The register still lists its licence, OGL/2024/1307/0748, as "Indefinite", and the certificate for mbitcasino.io under the same licence still says "Active". 7bitcasino.com showed us a regional block on 14 October, so we could not see which certificate its footer links to now. Certificate showing a revoked licence (1): boomerang-bet.com. The page now reads: "This record for boomerang-bet.com does not confirm current authorization to operate. Application status: Granted. License status: Revoked." Its licence, OGL/2023/103/0067, is not in the register edition dated 14 October; the regulator's separate enforcement register, in its edition dated 14 September 2026, lists it as "Revoked". One register entry worth knowing about without a certificate: Rollbit's earlier Curaçao licence, OGL/2024/1260/0494, now reads "Expired. Re-evaluating in administrative appeal." What the statuses mean

The register doesn't define its statuses, and the regulator's register page warns against reading too much into them. In its own words, the overviews "do not guarantee the current validity of the licenses, as the licensing status of the entities may vary over time. Therefore, no rights can be derived from these overviews."02

The regulator's instructions on winding down operations, dated July 2026, refer to the stages a licence goes through. They cover the "rejection of the second-term extension of the provisional license" and the "rejection of indefinite license", both under Article 5.8 of the National Ordinance on Games of Chance (LOK). The register fits that picture. Every one of the 407 entries in the 14 October edition that prints both an issue date and an expiry date has them six months apart: 398 to the day, and 9 from the last day of one month to the last day of the month six months on. "Indefinite" entries print no expiry date.0501

Our reading, which the regulator has not confirmed: a dated entry is a provisional licence term, "Indefinite" is an indefinite licence, and "Assessment in progress" means the regulator has not yet decided the licence's next stage. Most entries with that status are past their printed expiry date. In the edition dated 14 October, seven were not: their expiry dates fall between 14 and 28 October 2026.01

In the edition dated 14 October 2026:

• Assessment in progress: 296 entries, 289 of them past their printed expiry date

• Indefinite: 209 (no expiry date printed)

• Expired: 58

• Revoked: 50

• Blank status: 53, with issue dates printed from 20 February to 20 October 2026; four of those dates are later than the edition's own date

Across the whole register, 292 of 666 entries (43.8%) were past their printed date without being marked expired or revoked: the 289 under assessment and 3 with no status. In the edition dated 21 September it was 280 of 665. Our Curaçao register census tracked how those numbers moved edition by edition up to 16 September.010904

So a passed expiry date next to "Assessment in progress" is the normal state for a large share of Curaçao licences, not a sign that a particular casino has been singled out. It is still worth knowing, because the certificate alone won't tell you.

Five checks that catch the common problems

1. Open the certificate on the regulator's own domain. A real certificate page is served from cert.cga.cw. Older links on cert.gcb.cw redirect there. A screenshot or a copy hosted anywhere else proves nothing.

2. Match the domain on the certificate to the address bar. Certificates are issued per domain. The certificate that Jack's licence number leads to is issued for jack10.com, not jack.com. Our Jack profile records the difference. If the domain on the certificate isn't the one you're on, the certificate doesn't cover your site.

3. Match the company number, not only the name. The certificate for mbitcasino.io names "Scores55 Tech B.V."; the register row for the same licence names "Scores55 Tech N.V.". The company number, 162990, is the same in both. Names get retyped; numbers are what you match on.

4. Find the licence number in the latest register edition, and read the whole row. The register page links the current edition as a PDF, with its date in the file name. Read the company, the status and the expiry date together, because a number alone can mislead: in the edition dated 14 October, OGL/2024/1397/0784 is printed twice, once for Grrr Tech B.V. ("Assessment in progress", expiry 12 March 2026) and once for Olympus Holdings N.V. ("Indefinite").

5. Write down the date you checked. The register changes between editions. From 21 September to 12 October it corrected the dates of Aquarius Entertainment N.V., which had been printed as expiring six months before it was issued, and changed the status of Rollbit's earlier Curaçao licence. Between the editions dated 12 and 14 October, seven entries went from a blank status to "Assessment in progress", four had both their dates moved six months later, and one licence number was printed with a different company name. A check without a date only tells you about the day you made it.

Where to find the Curaçao licence list

The Curaçao Gaming Authority's licence register page at cga.cw links four PDFs. On 15 October 2026 they were the online gaming licence register (edition dated 14 October 2026), a list of certificate holders under Article 5.17 of the LOK (31 August 2026), an enforcement register (14 September 2026) and a list of land-based casinos (28 July 2026). For a casino website you want the first one; the enforcement register lists licences the regulator itself has revoked or not extended. Each file name carries its edition date, so check you have the latest.0208

What a Curaçao licence gives you as a player

A complaints route. The regulator's Player Complaints Policy Guidelines (version 1.1, June 2025) give the operator four weeks to assess and respond to most complaints, extendable once by four more; complaints about responsible gaming are to be resolved within five business days where possible. If the complaint isn't resolved, the operator must offer an independent dispute resolution (ADR) service, free to the player, with the operator bearing the costs. The regulator itself does not decide individual disputes: it "will not resolve or make decisions on any player complaints regarding gambling-related transactions on the operator’s website(s)". Rules for when a licence ends. The regulator's July 2026 instructions treat the cases differently. When the regulator revokes a licence as an enforcement action, or rejects a provisional licence's extension or an indefinite licence, the casino must stop using the CGA seal and stop letting players wager with immediate effect; after a rejection it has six weeks to wind down. When the operator surrenders its licence itself, it names the dates it stops taking players and wagers, and loses the seal on the date the revocation takes effect. All 50 revoked entries in the edition dated 14 October say the revocation was at the request of the operator. Licences the regulator itself has revoked or not extended are in a separate document, the enforcement register: 32 entries in its edition dated 14 September 2026, 31 "Revoked" and one "Not extended by the CGA". Only one of those 32 licence numbers appears in the online register edition dated 14 October. In every case, the end of the wind-down "does not release the Company from its obligation to fully settle remaining player claims", and the instructions say leaving player claims unsettled is not permitted. If a casino discontinues a domain, it can delete that domain from the regulator's portal once the regulator has acknowledged the request; we think that is one reason a certificate link can stop working.050108

What it doesn't give you is a safety rating. A licence means the regulator has admitted the company to its system. It doesn't tell you how the casino treats withdrawals or applies its terms, and the register page itself says no rights can be derived from its overviews.

If the certificate says "Not Found"

The page reads "The site you are looking for cannot be found in our registry, or has the wrong identification values." That can mean the link is wrong, that the domain has been removed from the regulator's portal, or that no certificate exists for that domain any more. Look the licence number up in the register. If the register prints "Expired" or "Revoked", or doesn't list the number at all, the casino's footer is describing a licence the regulator no longer shows as current. If the register still lists the licence, as it does for 7bitcasino.com's, check the footer link again and compare the domain. Check whether the site now names a different regulator, as Rollbit's does.0301

Our reading

The certificate is the only Curaçao source that ties a licence to a domain, so it's the first thing to check. It is not the whole answer. On 15 October 2026, eight certificates said "Active" for licences the register listed as still under assessment and past their printed dates. We report both, with the date, on every Curaçao licence line on our operator profiles, and we don't treat either one as a safety rating.
