We Read All 1,527 Entries in Anjouan's Licence Register

Anjouan's public licence register listed 1,527 licences when we read it on 16 September 2026. Every entry carried the same status word, "valid" — including 340 of them (22.3%) whose own printed expiry date had already passed. The register's documentation defines four status categories. In the data the register publishes, one of them appears.

Six findings

• 1,527 licences, one status. The status field reads "valid" on 1,527 of 1,527 rows. The Authority's public-register documentation names four categories — Active, Suspended, Revoked, Expired. None of the other three appears in the published data. (BullsRank Anjouan Register Census, 16 September 2026.)

• 340 entries are past their own expiry date and still read "valid". 274 of them expired during 2026, 66 during 2025. Twenty-five expired more than a year before our read; the oldest printed expiry is 18 July 2025.

• 320 of those 340 are B2C licences — the type a player-facing casino holds.

• The domain column comes from the licensee, not the regulator. 4,097 domain entries across 1,527 licences: 49 licences list no domain at all, 789 list exactly one, 61 list ten or more, and the longest single list runs to 68 domains (Novatrix SRL, ALSI-202508056-FI2). Seven domains appear under more than one licence.

• The register's own dates are not always coherent. Ten entries do not run a whole number of years from issue to expiry, and one of them — ALSI-202508004-FI1, held by Vark Services VS SRL — prints an expiry of 4 August 2025 against an issue date of 5 August 2025: a term that ended the day before it began. It still reads "valid".

• Of the 62 operators BullsRank tracks, 29 have their main domain listed in this register. Five of those 29 sit in the past-date group: gamdom.com (expiry 29 June 2026), chipsy.com (17 March 2026), flush.com (2 September 2026), betninja.com (11 September 2026), cybet.com (15 September 2026). Each entry still reads "valid".

What the register says, and what its documentation says

The Authority's public-register pages describe four status categories — Active, Suspended, Revoked and Expired — and say each one "reflects a specific regulatory determination by the Authority". The same pages state that "Registry data is updated periodically" and tell anyone with a time-sensitive question to contact the Authority directly.

The published data behaves differently from that description. On 16 September the status column held a single value on every row. So a reader who checks a casino's number and sees "valid" has learned that the licence is listed — not that its term is current, and not that it has never been suspended. The two facts sit in different columns, and only one of them is filled in.

Why the documentation and the data do not match is a question for the Authority. We will publish an answer here if we get one.

The 340

Licence terms are short. Counting a term as ending the day before an anniversary of the issue date — the convention the register's own pairs of dates follow — 886 of the 1,527 entries run one year, 464 run two years, 162 run three and 5 run four. The remaining 10 do not run a whole number of years at all; they are listed in the method note below, and they include the licence covering rollbit.com, which runs four years and four days. So an expiry date passes quickly, and a register that never prints "Expired" cannot tell you when one has.

Issue dates cluster recently: 45 licences issued in 2023, 417 in 2024, 592 in 2025 and 473 in the first eight and a half months of 2026.

Domains: the column you cannot lean on

Matching a casino to a licence means matching a domain, and the domain list is the licensee's own declaration. What that produces, in this register:

• 49 licences list no domain. For those, the register cannot connect the licence to any website.

• 61 licences list ten or more domains; one lists 68.

• One licence covers three well-known brands: ALSI-202509076-FI2, held by EZ Spins Ltd, lists bitcasino.io, livecasino.io and sportsbet.io.

• Seven domains appear under more than one licence, which means a domain lookup can return two different licence holders.

Practical consequence: a casino's domain appearing in the register is a claim by the licensee that the licence covers that site. A domain missing from the column is not evidence of anything at all.

One prefix, five spellings

Licence numbers in this register are unique — 1,527 numbers, no duplicates, which is more than Curaçao's register manages (one Curaçao number is printed against two companies). The prefix, though, is not typed consistently: 1,521 entries read ALSI-, three read ALSI with no hyphen, one reads ALSl- with a lowercase L in place of the capital I, one reads ALSi-, and one entry carries no letter prefix at all.

If you paste a number from a casino footer into an exact-match lookup and get nothing, that is a plausible reason. Search by company name or domain as well before concluding anything.

Method

Source. The Authority's public register at anjouangaming.com. The table is delivered as a single JSON payload inside the page, which is what we parsed — not a screen-scrape of a paginated view.

Read. 16 September 2026 at 15:48 UTC, and again on 17 September at 20:31 UTC — the second read was byte-identical to the first (sha256 5bcc2f05…). 1,527 records parsed, none dropped.

Counting rules. "Past-date" means the entry's own printed expiry date is earlier than our read date, with no reference to any other source; the count is the same, 340, measured against 16 or 17 September. A term of N years means the expiry date falls within a day of the day before the Nth anniversary of the issue date — the pattern the register's own dates follow. Ten entries match no whole-year term under that rule: ALSI-202508004-FI1 (−1 day), ALSI-202507042-FI2 (99 days), ALSI-202508048-FI2 (395), ALSI-202411012-FI1 (687), ALSI-202506034-FI2 (699), ALSI-202411025-FI1 (760), ALSI-152312009-FI3 (785), ALSI-152312018-FI3 (1,064), ALSI-042308001-FI1 (1,108) and ALSI-042308006-FII (1,465). Domain counts split the domain column on commas and spaces and lowercase the result.

Cross-checks. Record count equals the count of distinct licence numbers (1,527, no duplicates). Two independent parses of the same capture returned identical figures for every number in this report.

Limitations. One read of one edition: this report contains no history, so it cannot say when an entry changed. The register publishes no suspension or revocation data, so those cannot be counted. The domain column is a licensee declaration. We did not contact operators or the Authority before publishing, and nothing here is a statement about whether any licence is legally in force — that determination belongs to the Authority.

Context, kept separate

On 10 June 2026 Anjouan Gaming answered public criticism of its regime, stating that a licence "is not, and has never been presented as, a universal authorisation" to operate everywhere, and putting the register at over 1,300 active licences. Three months later we counted 1,527.

Separately, an ABC News investigation published on 31 December 2025 reported that entities trading on Anjouan's name — including one that had been stripped of regulatory status — sold fraudulent financial and gambling licences. We have not verified those findings, and they concern entities other than the register described here. We mention it because the two are frequently conflated, and because a licence document is not the same thing as a register entry you can look up.

What we do with this

Every licence fact on a BullsRank operator profile carries the register it came from, the edition we read and the date we read it. From 17 September 2026, an Anjouan licence whose printed expiry has passed is shown on our profiles as "Register expiry date passed — {date}" rather than as a verified line, because this register publishes a plain expiry date. Curaçao's register publishes a compliance-review period, which is a different thing, so the wording there is different too. Both say which register, and when we looked.

This page is updated when we next read the register, and every figure on it carries its read date. We do not run a published schedule for that read.
