Duelbits, Betwinner, Melbet: licence lists another domain

Of the 62 operators BullsRank tracks, 33 show an Anjouan licence number on their profile. On 21 September 2026 we opened Anjouan's register and looked up each number. For 26, the register lists the brand's main domain under that licence. For 7, it doesn't.

Four of the seven have something in common. The licence is there, in the brand's name, but the domain on it is a sister address: duelbits.io instead of duelbits.com, betwinner.direct instead of betwinner.com, melbet.global instead of melbet.com, betpanda.gg instead of betpanda.io. The other three are Mega Dice, Lucky Block and TG.Casino, whose domains dropped off their licence's list between 21 August and 16 September. The four licences, as the register prints them

All four entries read "valid", which in Anjouan's register is true of every one of its 1,527 entries. Two of the four printed expiry dates had passed when we read the register: Melbet's on 15 September 2026 and Betpanda's on 20 February 2026. None of duelbits.com, betwinner.com, melbet.com or betpanda.io appears under any licence in the register.

What happened when we opened the addresses

We requested each domain on 21 September 2026 from a reader based in the United States. Many operators block US traffic, so an error page from us says nothing about licensing. Redirects and DNS results are more telling:

• betwinner.com redirected to betwinner2.com. Neither address is on any Anjouan licence. betwinner.direct, the domain on the licence, resolved but didn't complete a connection.

• betpanda.io redirected to betpandacasino.io, which isn't on any Anjouan licence either. betpanda.gg, the domain on the licence, did not resolve in DNS at all.

• melbet.com loaded. melbet.global answered with an authorisation error (401).

• duelbits.com and duelbits.io both returned 403 to our reader.

Duelbits' own help centre, in an article dated 24 March 2025, says Duelbits "operates under a valid gaming license" and points readers to the licence link in its Terms of Service. It doesn't name a number or a domain.

Why the domain list matters

Anjouan's register ties a licence to a website through one column: the list of domains. That list is supplied by the licensee, and it is the only place the register connects a licence number to an address. As our Anjouan register census found, 49 of the 1,527 licences list no domain at all, and seven domains appear under more than one licence.

When the domain in your address bar isn't on the list, the register doesn't connect the site you're using to the licence its footer cites. The operator may hold the licence for a sister brand. It may use several addresses and have registered only one. It may hold a licence somewhere else for this address. The register can't tell you which, and neither can we from the register alone.

One further wrinkle for Betpanda: the company that the register names as licence holder, Interactive Pandas SRL, is not the company named in Betpanda's own terms. When we captured those terms on 16 August 2026, they named Star Bright Media S.R.L., a Costa Rica company. Our Betpanda profile shows both.

The three dropped domains

Mega Dice, Lucky Block and TG.Casino name licence ALSI-142311005-FI2, held by Igloo Ventures SRL. On 21 August 2026 that licence listed megadice.com, luckyblock.com and tg.casino. By 16 September it listed 9 domains, none of them among the three, and it still did on 21 September. We covered the change in Anjouan's register no longer lists megadice.com, luckyblock.com or tg.casino.

The 26 that match

For these operators, the domain on the BullsRank profile is listed under the Anjouan licence the profile shows: 1xBit, BC.Game, Betcoin, BetNinja, Bets.io, Bitz, Chipsy, CoinCasino, Cybet, Dexsport, Dustbit, Flush, FortuneJack, Gamdom, Megapari, Moonbet, Rainbet, Rakebit, Rollbit, Roobet, Thrill, Thunderpick, TrustDice, Wild.io, Winz.io and Wolfbet.

A match settles the domain question, not the date question. Five of the 26 carried a printed expiry date that had passed by 21 September 2026 while still reading "valid": Gamdom (29 June 2026), Chipsy (17 March 2026), Flush (2 September 2026), BetNinja (11 September 2026) and Cybet (15 September 2026).

What we are not saying

We are not saying any of these casinos is unlicensed, or operating unlawfully. A register lists domains; it doesn't explain them. What we are saying is narrow and checkable: on 21 September 2026, Anjouan's public register did not list duelbits.com, betwinner.com, melbet.com, betpanda.io, megadice.com, luckyblock.com or tg.casino under any licence.

We have not asked the operators or the Anjouan regulator for comment for this article. Any statement we receive will be added here with its date.

How to check the domain yourself

1. Open Anjouan's register at anjouangaming.com/license-register.

2. Search for the exact domain in your address bar, not the brand name.

3. If it isn't found, search the licence number from the site's footer and read the domain list on that entry.

4. Compare the printed expiry date with today's date. "Valid" appears on every entry.

5. Write down the date. The register shows no history, so your date is the only record of what it said.

Method

We read Anjouan's register page in full on 21 September 2026 (1,527 entries; the page was identical to our capture of 16 September). For each BullsRank operator profile that shows an Anjouan licence number, we took the profile's main domain and checked whether the register lists it under that number, and whether it appears under any other licence. The requests to the domains themselves were made the same day from a US-based reader; we report redirects, DNS results and status codes as observed, not as a statement about availability elsewhere.
